Homeowners who take possession of your home (Living Unit) at closing, you automatically became a member of the Horn Rapids Master Homeowners Association (HRMHA). This also includes residents who are leasing their homes. This membership is not voluntary, it’s mandatory and comes with a set of responsibilities. First and foremost, each Homeowner has certain maintenance responsibilities that are imposed on them which ensure that their homes are kept in good condition and their lots attractively maintained. We like to call this “Pride in Ownership” and it is the foundation on which the CC&R’s, Rules and Regulations (R&R), Bylaws, ACC and Enforcement are built on. Most communities have a Home Owners Association but the difference with ours is the level of pride. This community takes great pride in showcasing our best in class community by taking the time and effort to make our homes beautiful, functional but most importantly aesthetically pleasing to our neighbors.

We encourage every new homeowner or potential homeowner within to look over your responsibilities as outlined in the four (4) documents that govern our responsibilities as homeowners. The easiest way to put all of them together are:
CC&R’s are the underlying “Constitution” for the Horn Rapids community. All other documents are generated from the CC&R’s meaning they are daughter documents that help translate and define the intent of the language described in the CC&R’s. Definitions can be found in the CC&R’s. During the “Development Period” the Declarant is the only one who can make changes to the CC&R’s.
The Rules and Regulations govern the conduct and activities of all members, lessees, residents and guests of HRMHA community. These R&R’s are issued by the Board of Directors and are supplemental to the CC&R’s. If conflicts arise, the CC&R’s shall prevail.
The Bylaws basically describe the purpose and scope of the HRMH Association. This document provides general information related to Roles, Responsibilities, Authority and Accountability of the Association. Information related to Meetings, Voting, Board of Directors, and Officers can be found here. 

The ACC is the governing body that reviews any and all changes made to the exterior of your home. This includes any alterations that are visible from adjacent neighbors, street or golf course if applicable. The HRMHA Architectural Controls Guidelines, Criteria and Procedures is a good source of information that may prevent a costly mistake.
